Tonneau cover tariffs: Commerce's final subsidy rates on Chinese truck bed covers
Commerce set final countervailing duty rates on truck bed covers from China on October 19, 2026, moving tonneau cover tariffs closer to an order. The all-others rate more than doubled from July's preliminary decision to 43.43%, and six non-responding exporters got 142.11%.
Tonneau cover tariffs by exporter: the final subsidy rates
These are final countervailing duty rates, charged as a percent of entered value. They become cash deposit rates if the ITC finds injury and Commerce issues an order.
All others: 43.43%, up from 20.25%
Every exporter Commerce did not name gets this rate. It is the weighted average of the rates for the two companies Commerce examined.
Changzhou Sunwood: 77.17%, up from 30.38%
Changzhou Sunwood International Trading Co., Ltd. was one of the two examined exporters. Commerce verified its subsidy data on site in September 2026.
Hangzhou Golden Sun: 11.60%, up from 8.72%
Hangzhou Golden Sun Auto Parts Co., Ltd., the other examined exporter, has the lowest final rate. Commerce verified its data in September 2026 as well.
Six non-responding exporters: 142.11%, up from 100.95%
The six are Century Distribution Systems (Shenzhen), Foshan Baitai Auto Accessories, Shenzhen Haishang Wanyun Supply Chain Management, Shenzhen Longhua Supply Chain, Shenzhen Maichuang International and Shenzhen Qianhai Yahee E-Commerce. They did not answer Commerce's quantity and value questionnaire.
Adverse facts available means Commerce used figures unfavorable to a company that did not cooperate. The 142.11% rate is based on it.
Which truck bed covers are covered (HTS 8708.29.5160)
The case covers truck bed covers of aluminum, steel, fiberglass, carbon fiber, plastic or water-resistant fabric that span the open top of a pickup bed. Installed, they measure 45 to 75 inches wide and 55 to 100 inches long.
Folding, roll-up, one-piece and retractable covers are all included. Retractable covers are covered whether manual or electric, including models with fob keys, Bluetooth or LED lights.
Hard and soft tonneau covers: rigid panels, rigid slats, and soft fabric with a rigid frame or crossbars all fall within the scope.
Hardware and kits: rails, canisters, latches, clamps, seals, locks, struts and motors are covered when entered and invoiced with the cover. A mounting or installation kit entered on its own is covered too.
Excluded: truck caps, also called camper shells, toppers or canopies, that raise the bed by at least 12 inches. Products already under the 2011 AD/CVD orders on aluminum extrusions from China are excluded as well.
Classification: in 2024, CBP classified Chinese tonneau cover subassemblies under 8708.29.5160 at a 2.5% general duty, plus the 25% Section 301 duty under 9903.88.03 (ruling N338418).
The written scope decides coverage, and the HTS number is listed for convenience only. Commerce issued a preliminary scope decision in September 2026, and comments on it come after this final, so the scope wording is unchanged.
Tariffs on China: why the subsidy rates went up
Every final rate is higher than the July preliminary rate. The all-others rate rose from 20.25% to 43.43%, and the non-respondents' rate rose from 100.95% to 142.11%.
Commerce changed its calculations for both examined companies, the all-others rate and the adverse facts rate. The issues it addressed include the benchmarks for aluminum extrusions, polypropylene and sheet molding compound.
It also weighed whether to apply adverse facts to land provided for less than adequate remuneration and to the Small and Low Profit Enterprise Tax Program. The full reasoning is in Commerce's Issues and Decision Memorandum.
The petition was filed by RealTruck, Inc. of Ann Arbor, Michigan, together with BAK Industries, UnderCover, Retrax, Truxedo, Extang, A.R.E. Accessories and Roll-N-Lock. Many truck owners search for these brands by name.
Moving final assembly may not change where a cover comes from. In 2023, CBP ruled that a folding tonneau cover assembled in Vietnam from Chinese honeycomb panels was a product of China (ruling N333330).
That was a country of origin ruling for marking, not an AD/CVD scope decision. CBP found that the panels, not the assembly, gave the cover its essential character.
The antidumping duty decision and the ITC vote come next
The antidumping case runs on its own schedule. Commerce's October 1 preliminary decision set deposits of 46.77% to 51.17% for exporters with their own or separate rates, and 107.41% for the China-wide entity.
Those deposits come on top of the countervailing duty deposits. The antidumping final is due within 135 days of October 1, 2026, which points to about mid-February 2027.
The ITC votes on the subsidy case first. Commerce's final notice says the ITC will decide within 45 days, which is by about December 3, 2026. Final comments to the ITC are due November 6, 2026.
If the ITC finds injury, Commerce issues a countervailing duty order and the final rates become the deposit rates. If it finds none, the case ends and the deposits are refunded.
Key dates
February 25, 2026: petitions filed. RealTruck, Inc. and seven other US companies filed AD and CVD petitions on truck bed covers from China.
April 2026: ITC preliminary vote. The ITC found a reasonable indication that the imports injure a US industry, which kept both cases going.
July 31, 2026: CVD deposits start. Preliminary countervailing duty rates apply to entries from this date.
October 1, 2026: AD deposits start. Preliminary antidumping rates apply to entries from this date.
October 19, 2026: final subsidy rates. Commerce published its final countervailing duty determination.
About December 3, 2026: ITC subsidy vote. The ITC decides on injury in the countervailing duty case.
About mid-February 2027: AD final due. Commerce's final antidumping determination is due. This date is an estimate based on the 135-day deadline.
How to check tonneau cover tariffs for a shipment
Check the cover against the written scope. Measure the installed width and length, and note the configuration and material. Truck caps that raise the bed by 12 inches or more are excluded.
Name the producer and the exporter. Sunwood and Golden Sun have their own subsidy rates. Other exporters get 43.43%, and the six non-respondents get 142.11%.
Add the antidumping deposit. Preliminary antidumping deposits run from 46.77% to 51.17% for most named exporters, and 107.41% for the China-wide entity.
Re-run landed cost. If an order is issued, a $10,000 entry from an exporter without its own subsidy rate needs a $4,343 countervailing duty deposit. That is on top of the 2.5% duty, any Section 301 duty and any antidumping deposit.
Check kits and hardware. Rails, latches and motors invoiced with a cover are covered, and so is an installation kit entered on its own.
Review contracts and your customs bond. Check who pays AD/CVD deposits under your Incoterms. Ask your broker whether your continuous bond covers the higher duty exposure.
Frequently asked questions
What is a countervailing duty?
A countervailing duty offsets subsidies a foreign government gives its producers. Commerce measures the subsidy, and the ITC decides whether the imports injure a US industry. Both must rule for the petitioner before an order is issued.
What are the tonneau cover tariffs on China?
Final subsidy rates are 11.60% for Golden Sun, 77.17% for Sunwood, 43.43% for other exporters and 142.11% for six non-respondents. Preliminary antidumping deposits of 46.77% to 107.41% come on top.
Are hard and soft tonneau covers both covered?
Yes. The scope covers rigid covers of aluminum, steel, fiberglass, carbon fiber or plastic, and soft fabric covers with a rigid frame or crossbars. Folding, roll-up, one-piece and retractable designs are all included.
Are electric tonneau covers covered?
Yes. Retractable covers are covered whether manual or powered by a motor, including models with fob keys, Bluetooth or LED lights. A motor entered and invoiced with the cover is covered too.
Are these tonneau cover tariffs final?
The subsidy rates are final, but no order exists until the ITC votes, by about December 3, 2026. The antidumping rates are still preliminary, with a final due around mid-February 2027.
