Plywood tariffs: final AD/CVD rates on China, Indonesia and Vietnam after the ITC vote
The ITC ruled on September 4, 2026 that imports of hardwood and decorative plywood from China, Indonesia and Vietnam injure US producers, clearing the way for new plywood tariffs. Combined deposits reach 274.92% for every Chinese exporter, 132.63% for most Vietnamese exporters and 58.93% for most Indonesian exporters.
Plywood tariffs by country: the final rates
Each country has an antidumping (AD) and a countervailing duty (CVD) rate. The headings give the two cash deposits combined, as a percent of entered value.
China: 274.92% for every exporter
Every Chinese producer and exporter gets a 187.27% dumping margin, or 185.96% as a cash deposit after a subsidy offset. The subsidy rate is 88.96% for all companies.
Vietnam: 132.63% for most exporters
All 52 companies with separate rates, and the Vietnam-wide entity, get a 90.12% dumping margin, or an 84.95% deposit. The subsidy rate is 47.68% for all others and 165.39% for Junma Phu Tho Co., Ltd.
Indonesia: 58.93% for most exporters
All others get an 18.06% dumping deposit and a 40.87% subsidy rate. Named companies range from 28.00% combined (PT Sengon Indah Mas/PT Java Wood) to 213.60% (PT. Mustika Buana Sejahtera).
Cash deposit means estimated duty paid at entry. The final amount is set later, when the entry liquidates.
Which hardwood plywood is covered (HTS 4412)
The case covers flat, multilayered plywood and veneered panels with a face or back veneer of hardwood, softwood or bamboo. The core can be hardwood, softwood, particleboard or MDF.
Panels of every size are covered. Today's correction fixed the scope's list of common panel sizes, 48 x 72, 48 x 96 and 48 x 120 inches, which doesn't limit coverage.
HTS numbers: 35 subheadings under heading 4412, including lines in 4412.31, 4412.33, 4412.34, 4412.51, 4412.52, 4412.91 and 4412.92.
Processed elsewhere: plywood further processed in a third country, for example trimmed, cut or drilled, is still covered.
Excluded: finished table tops and finished countertops, and certain laminated veneer lumber door and window components.
Not in the case: softwood structural plywood. The ITC ended those investigations because the imports were negligible.
The written scope decides coverage, and the HTS numbers are listed for convenience only.
Why the new plywood duties matter
The Coalition for Fair Trade in Hardwood Plywood filed the petitions in May 2025. Its members are Columbia Forest Products, Commonwealth Plywood, Manthei Wood Products, States Industries and Timber Products Company.
Commerce found critical circumstances for China, and in part for Vietnam's subsidies, which can let deposits reach back 90 days. The ITC found those imports were not likely to seriously undermine the orders, so the reach-back does not apply.
Moving final processing to another country won't avoid the duties. The scope follows the plywood, not the last country that cut or drilled it.
What comes next: the AD/CVD orders
After an affirmative ITC vote, Commerce issues the orders and requires cash deposits at these final rates. Its China notice ties the deposits to the date the ITC's decision was published, September 9, 2026.
As of October 21, 2026, the orders had not yet appeared in the Federal Register. Commerce's final notices continued the suspension of liquidation for entries from March 2, 2026, when the preliminary dumping decisions were published.
Key dates
May 22, 2025: petitions filed. The ITC started its investigations the same day.
March 2, 2026: preliminary dumping decisions. Suspension of liquidation began for entries from this date.
July 21, 2026: final decisions. Commerce published final AD and CVD rates for all three countries.
September 4, 2026: ITC votes. The ITC found injury, and published its decision on September 9.
October 21, 2026: scope correction. Commerce fixed the panel size list in its Vietnam dumping notice.
How to check plywood tariffs on a shipment
Check the panel against the scope. Note the face and back veneer species, the core material and any coating. Softwood structural plywood is outside this case.
Find the producer and exporter. Rates follow the producer and exporter pair, so match both to the tables in the final notices.
Add up the deposits. On a $10,000 entry from a Vietnamese all-others exporter, AD and CVD deposits total $13,263, on top of the regular duty.
Trace third-country processing. Plywood cut, trimmed or drilled in another country keeps its Chinese, Indonesian or Vietnamese origin for this case.
Review contracts and your bond. Check who pays AD/CVD deposits under your Incoterms, and ask your broker whether your bond covers the added exposure.
