Mattresses From Cambodia, China, Malaysia, Serbia, Thailand, Turkey, and Vietnam; Determinations
The ITC voted on October 22, 2026, to keep mattress tariffs on imports from Cambodia, China, Malaysia, Serbia, Thailand, Türkiye and Vietnam. Commerce found that without the orders, dumping margins of up to 763.28% and a 97.78% subsidy rate would likely return.
Mattress tariffs: the key numbers
Commerce's July 2026 sunset reviews set the rates likely to return if the orders ended. The orders themselves date from May 14, 2021.
China: 97.78% countervailing duty
Every Chinese exporter has the same 97.78% subsidy rate, including Zinus Xiamen and Kewei Furniture. That is the rate set in the 2021 order.
Vietnam: up to 668.38%
That is the Vietnam-wide rate, also given to Vietnam Glory Home Furnishings. Most named Vietnamese exporters received 144.92% in the 2021 order.
Thailand: up to 763.28%
That top rate was Nisco (Thailand)'s in the 2021 order. All other Thai exporters received 37.48% then.
Malaysia: 42.92% for every named exporter
An August 2026 review of May 2024 to April 2025 entries kept 42.92% for all six named exporters. That is also the all-others rate.
Cambodia 103.79%, Serbia 112.11%, Türkiye 20.03%
These are the sunset margins for the remaining three countries. Cambodia's 2021 rate for all exporters was 52.41%.
Margin likely to prevail: the rate Commerce told the ITC would likely return without the order. Your cash deposit is the rate currently in effect for your exporter, which can differ.
What mattress tariffs cover: HTS 9404.21 and 9404.29
The orders cover all youth and adult mattresses: innerspring, foam and hybrid, in any size. A mattress needs a core, such as springs or foam.
Mattresses imported with sofa bed mechanisms, day beds or trundle beds are covered too. In a set with a foundation, only the mattress is covered.
HTS numbers: 9404.21.0010, 9404.21.0013, 9404.29.1005, 9404.29.1013, 9404.29.9085 and 9404.29.9087. Mattresses may also enter under 9404.21.0095, 9404.29.1095, 9404.29.9095, 9401.40.0000 or 9401.90.5081.
Excluded products: futon mattresses, airbeds, waterbeds, mattress toppers 4 inches tall or less, and small bassinet pads.
Excluded furniture: convertible sofas and similar pieces where the padding is built into the frame and becomes the sleeping surface.
Not in these reviews: Indonesia was in the 2021 orders but not these reviews. For China, the reviews covered the countervailing duty order only.
The HTS numbers come from the 2021 orders and are listed for convenience. The written scope decides what is covered.
Why the antidumping duties stay
The five-year sunset reviews began on April 1, 2026. US producers, including Tempur Sealy, Serta Simmons Bedding, Leggett & Platt, and Brooklyn Bedding took part, along with the USW union.
No foreign producer or exporter filed a substantive response to Commerce, so it ran a shorter, expedited review. The ITC also chose expedited reviews.
Commerce found that dumping and subsidies would likely continue. The ITC then found that ending the orders would likely lead to renewed injury to US producers.
What comes next for antidumping and countervailing duties
Commerce usually follows an ITC vote like this with a continuation notice. It did so for welded wire mesh from Mexico on October 26, 2026.
That notice said CBP keeps collecting cash deposits at the rates in effect at entry. It also said the next five-year review starts 30 days before the fifth anniversary of the ITC's determination.
For mattresses, that points to the next review starting around September 2031. That date is an estimate.
Separately, Commerce is checking whether Malaysian mattress components finished in the US get around the Malaysia order. We found no preliminary decision in the Federal Register as of October 27, 2026.
Key dates
May 14, 2021: orders published. Commerce issued the antidumping orders and the China countervailing duty order.
February 10, 2026: Malaysia inquiry opens. Commerce began checking mattress components from Malaysia finished in the US.
April 1, 2026: sunset reviews begin. Commerce and the ITC opened the five-year reviews.
July 24 and 31, 2026: Commerce results. Commerce found subsidies and dumping would likely continue.
August 11, 2026: Malaysia review final. The rate stayed at 42.92% for the six named exporters.
October 13, 2026: ITC vote. The ITC determined that ending the mattress duty orders would likely lead to continued or renewed injury to US producers. The determination was published in the Federal Register on October 27.
How to check if mattress tariffs apply to you
Confirm the product is in scope. Check for a core of springs or foam, and rule out the exclusions, such as toppers of 4 inches or less.
Check country of origin. Look beyond the label to where the mattress was made, and where its components came from if you finish it in the US.
Find your exporter's current rate. Use the latest review for that country. For Malaysia, the August 2026 review set 42.92%.
Use the right case number. The cases are A-555-001 (Cambodia), A-557-818 (Malaysia), A-801-002 (Serbia), A-549-841 (Thailand), A-489-841 (Türkiye), A-552-827 (Vietnam), and C-570-128 (China).
Budget for the deposit. CBP collects a cash deposit at entry. The final duty is set later, after a review of that period's entries.
Watch for the continuation notice. Commerce's notice will confirm the effective date and the timing of the next review.
Frequently asked questions
What is antidumping duty?
It is an extra duty on imports sold in the US below their normal value. Commerce sets the rate, and CBP collects it at entry.
Are there tariffs on mattresses from China?
Yes. The countervailing duty order adds 97.78% for every Chinese exporter, and the ITC's October 2026 vote keeps it in place.
Do mattress tariffs apply to mattress toppers?
Removable toppers 4 inches tall or less are excluded. Futon mattresses, airbeds, and waterbeds are excluded too.
How long will the mattress antidumping duties last?
They stay until a later review ends them. The next five-year review should start around September 2031, by our estimate.
