Certain Aluminum Foil From Brazil: Final Results of Antidumping Duty Administrative Review; 2023-2024

Commerce cut the aluminum foil tariffs on Brazilian producer CBA to a 13.65% antidumping rate on October 30, 2026. The new rate is the cash deposit for CBA's foil entered from that date, down from 18.74% after the last review.

Aluminum foil tariffs on Brazil: the key numbers

The review covers foil CBA sold in the US from November 1, 2023, to October 31, 2024. Commerce treats Companhia Brasileira de Alumínio and CBA Itapissuma as one company.

13.65%: CBA's new antidumping rate

This is CBA's final dumping margin for the review period, and its cash deposit rate from October 30, 2026. Commerce's preliminary rate in May 2026 was 16.61%.

18.74%: CBA's rate after the last review

That rate came from the 2022 to 2023 review, published in September 2025. CBA's rate in the original 2021 order was 13.93%.

13.93%: rate for other Brazilian exporters

Exporters never reviewed on their own keep the all-others rate from the original investigation. Companies with an earlier rate of their own keep that rate.

Cash deposit: an estimate CBP collects at entry. The final duty for those entries is set in a later review, if anyone requests one.

What the aluminum foil antidumping duty covers: HTS 7607.11

The order covers aluminum foil 0.2 mm thick or less, in reels over 25 pounds, of any width. The alloy must be more than 92% aluminum.

Foil with lubricant on one or both sides is still covered. Foil to ASTM B479 or any other specification is covered too.

  • HTS numbers: foil typically enters under 7607.11.3000, 7607.11.6090, 7607.11.9030, 7607.11.9060, 7607.11.9090 and 7607.19.6000.

  • Other HTS numbers: covered foil may also enter under several 7606 subheadings, such as 7606.11.3060 and 7606.12.6000.

  • Excluded backing: foil backed with paper, paperboard, plastics or similar material on one or both sides.

  • Other exclusions: etched capacitor foil and foil cut to shape.

The HTS numbers come from the 2021 order and are listed for convenience. The written scope decides what is covered.

Why Brazilian aluminum foil duties changed

Commerce reviews the order each year when a party asks, and recalculates the margin from that year's US sales. CBA's sales from November 2023 to October 2024 produced a lower margin than the year before.

Commerce changed some calculations after the preliminary results, based on comments from the parties. The details are in its Issues and Decision Memorandum.

What comes next for aluminum foil tariffs

Commerce plans to send CBP assessment instructions no earlier than 35 days after October 30. A court challenge could delay liquidation of those entries.

The order also faces its first five-year sunset review. Commerce and the ITC began reviews of the foil orders on Armenia, Brazil, Oman, Russia and Türkiye on October 1, 2026.

Responses to the ITC are due November 2, 2026, and comments on their adequacy are due December 8. The reviews decide whether the orders stay in place.

How to check if aluminum foil tariffs apply to your imports

  1. Measure the foil and the reel. Check that it is 0.2 mm thick or less and comes in reels over 25 pounds.

  2. Check for backing. Paper, paperboard or plastic backing takes foil out of scope, as do etched capacitor foil and cut shapes.

  3. Identify the producer and exporter. CBA's rate is 13.65%; other exporters' rates depend on their own review history.

  4. Update your deposit rate. Use 13.65% for CBA foil entered on or after October 30, 2026, under case A-351-856.

  5. File the reimbursement certificate. Commerce reminds importers to certify, before liquidation, that the exporter didn't reimburse their duties.

  6. Follow the sunset review. Its outcome decides whether the order continues past its first five years.

Frequently asked questions

What is antidumping duty?

It is an extra duty on imports sold in the US below their normal value. Commerce sets the rate, and CBP collects it at entry.

What are the aluminum foil tariffs on Brazil?

CBA's antidumping rate is 13.65% from October 30, 2026. Exporters never reviewed on their own pay the 13.93% all-others rate.

Do the duties cover household aluminum foil?

Only foil in reels over 25 pounds is covered, so typical household rolls fall outside the scope. Paper- or plastic-backed foil is excluded too.

Do Section 232 aluminum tariffs also apply?

Section 232 aluminum duties are separate and can apply on top. The rates and product lists changed in April and June 2026, so check your HTS number in the current Chapter 99 provisions.
